INDEPENDENT TECHNICAL Consultant
Securing Your Cross-Border
Water Projects.
Objective process validation, rigorous supply chain QA/QC, and reliable on-site commissioning. As a result, I help protect your investments by identifying design flaws and equipment downgrade risks, and I support your team in working toward full compliance for your water treatment facilities.
THE INDEPENDENT ADVANTAGE
Truth Over Sales Pitches
Because I don’t sell equipment or take factory commissions, I can act as your strict, third-party technical consultant. I help catch and resolve design flaws before manufacturing, and I also flag substandard materials before they leave the Chinese factory.

Process Validation & Design Audit
Deep-dive verification of water treatment parameters (retention time, aeration, etc.) to catch critical design flaws before procurement.

Supply Chain QA/QC & Inspection
Independent factory audits and pre-shipment inspections to verify equipment matches your specifications and flag any downgrades before shipment.

On-site Commissioning & Handover
Hands-on biological system start-up, equipment integration, and local operator training for seamless, compliant project delivery.
YOUR INVESTMENT SHIELD
Zero Tolerance for Engineering Failures.
A failed water treatment system is a financial disaster. That is why I provide independent technical oversight to help your equipment run reliably and support compliance with applicable Vietnamese environmental regulations.
My Technical Audit Standards
I rely on data, not sales promises. In addition, every project is evaluated against strict international and local engineering
- Independent & Unbiased
- Data-Driven Process Validation
- Rigorous QA/QC Inspections
- Hands-on Site Commissioning
THE CROSS-BORDER ADVANTAGE
Bridging Chinese Manufacturing with Vietnamese Projects.
Language barriers, geographical distance, and information asymmetry are the biggest risks in cross-border procurement. Therefore, I help remove these blind spots by physically overseeing the entire lifecycle — from the Chinese factory floor to your Vietnamese project site.
China: Factory QA/QC
Unannounced factory audits and strict QA/QC inspections at the source, so substandard equipment is flagged and corrected before shipment.
Vietnam: Site Execution
Hands-on commissioning, biological system start-up, and operator training on site to help your team achieve final compliant discharge water.
Global Engineering Standards
International engineering benchmarks enforced across designs and deliverables to help you reduce compliance risks and avoid costly retrofits.

Weijie, Cai
Lead Technical Consultant
I didn’t learn water treatment in a boardroom. Instead, my foundation was built on-site, where I supported installation guidance and commissioning of packaged wastewater, water supply, and purification systems on East Africa projects I was invited to join.
Because I know exactly what happens when equipment fails in extreme conditions, my audits are rigorous. In fact, I treat every parameter as a matter of survival for your project.
That’s why I founded ICAI Consulting. I serve as your independent technical barrier between your project investment and shoddy manufacturing, helping every critical parameter translate into reliable real-world execution.

Procurement Manager, International EPC
Wastewater Equipment Sourcing
During an unannounced factory audit in China, he identified a discrepancy in the stainless steel tank thickness. His early intervention prevented non-compliant equipment from being shipped to our site.
Lead Process Engineer
Industrial Park WWTP, China
He reviewed our aeration baseline and found the supplier's proposed blowers were undersized. Correcting the equipment list before procurement saved us from future compliance issues and system retrofits.
Site Manager
Overseas Camp Water System
The system initially struggled to meet discharge standards. He arrived on-site, systematically adjusted the biochemical process, and steadily brought the water quality into full compliance.
Project Director
Water System
His thorough vendor background check helped us screen out unqualified suppliers. He guided us to a capable direct manufacturer, ensuring equipment quality while optimizing our overall budget.
Submit Project for Review
Describe your project in the form below. I will review your core parameters and respond within 24 hours under NDA. After that, you can send drawings, P&ID, or equipment lists by email or WhatsApp for a detailed review.
I provide independent technical consulting and third-party QA/QC support. My role is limited to recommendations and technical support; final design acceptance, regulatory compliance, and engineering responsibility remain with the project owner or client.
CLEARING THE DOUBTS
Common Question
1. Why shouldn't I rely on the factory's free design?
Factory ‘free’ designs are often biased toward selling their own equipment, which can lead to oversized or mismatched components. As an independent consultant, I don’t sell equipment—I verify the math and parameters against your actual site conditions to help you avoid costly retrofits.
2. Do you take commissions from equipment factories?
Absolutely not. My revenue comes 100% from consulting fees paid by you. My job is to protect your interests at the factory, so taking factory commissions would destroy my independence and credibility.
3. Can you support commissioning on site in Vietnam?
On-site support can be discussed and arranged based on your project progress and actual site needs. Depending on the situation, this may include overseeing mechanical/electrical integration, supporting biological system start-up, and training local operators on SOPs to help you work toward compliant discharge water.
4. How do you charge for your services?
I charge a transparent service fee based on scope, not a percentage of equipment cost. I do not sell equipment or accept factory commissions, so my recommendations stay independent.
5. What deliverables will I receive?
Depending on the phase, you receive written reports such as a process risk audit, vendor technical evaluation, milestone inspection records, pre-shipment FAT sign-off, and a localized site operations manual.
6. Can you help me select and vet Chinese suppliers?
Yes. I evaluate manufacturing capacity, corporate legitimacy, technical fit, and quality systems, then guide you to shortlisted direct manufacturers while remaining independent from any supplier.
7. Can you arrange third-party testing or inspection, such as SGS?
I can help you understand, coordinate, and interface with third-party inspection bodies like SGS. However, I don’t issue certifications; I assist with the process and review results with you.
8. What kinds of projects do you work on?
Municipal and industrial wastewater, water supply, and purification systems—especially cross-border projects involving design review, China sourcing, factory supervision, and commissioning support.
9. How quickly will you respond?
For submitted project reviews, I aim to provide an initial technical assessment within 24 hours. Detailed audits and on-site schedules depend on scope and location.
10. How do you keep my drawings and data confidential?
I work under NDA, use your engineering data only for assessment, and don’t share it with third-party manufacturers without your consent.
